Interactive dialogue with the Independent Expert on Somalia

Australia commends the Independent Expert, Dr Shamsul Bari, for his continued efforts in highlighting the appalling human rights situation in Somalia. As was recognised in the useful dialogue this morning, his report is another tool for Somalia to use, in cooperation with this Council and the international community, to improve the situation of the Somali people.
Australia supports the Independent Expert’s call for the protection of civilians to be paramount in the minds and actions of all parties to the conflict. We are particularly concerned by reports of mortar fire and shelling in areas populated by civilians.
Sexual violence against women in Somalia remains of grave concern to Australia, as does continued reports of the use of child soldiers. We welcome the instruction of the TFG President to investigate the alleged presence of children in the Somali Armed Forces.
Australia notes Dr Bari’s concerns about a lack of access to food and water, inadequate health care, and limited education opportunities in Somalia. Australia has provided substantial humanitarian assistance in recent years and will continue to look at ways in which to help.
Australia reiterates its support for the TFG and condemns recent attacks on its members. We welcome the TFG’s determination and commitment, demonstrated by the Deputy Prime Minister this morning, to lead Somalia out of conflict. As the Independent Expert has noted, addressing impunity in order to strengthen the rule of law and end human rights violations will be a key determinant of TFG progress.
Australia welcomes the African Union’s commitment to increase AMISOM troop numbers, as announced at the African Union Summit in July 2010. Co-operation by all parties within Somalia and by the international community more broadly will be essential to achieving a lasting peace.
